Will converting to JPG reduce image quality?

JPG is a lossy format. Converting a lossless format like PNG to JPG will introduce some compression. The quality setting determines how much; at high quality settings the difference is usually not visible.

Why are iPhone photos in HEIC format instead of JPG?

Apple uses HEIC by default on iPhones running iOS 11 and later because HEIC files are about half the size of JPGs at equivalent quality. You can change this in Settings > Camera > Formats to capture in JPEG instead.
