What is the best bitrate for music MP3?

320 kbps is the highest standard MP3 bitrate and is transparent to most listeners on most music. 192 kbps is a reasonable quality/size balance. Below 128 kbps, compression artifacts become audible.

Does converting from FLAC to MP3 lose quality?

Yes. MP3 is lossy. Converting from a lossless source (FLAC, WAV) gives the encoder clean input, which is better than re-encoding an already-lossy file, but the resulting MP3 is still lossy.
