What is the difference between M4A and MP4A?

They are effectively the same: both refer to MPEG-4 audio files. M4A is the common file extension; MP4A is the MIME subtype or codec identifier. The audio inside is AAC.

Will re-encoding from AAC to MP3 sound noticeably worse?

At 192 kbps or higher output, most listeners cannot detect the difference. The degradation exists technically but is very minor at high bitrates.

Can I convert an iTunes DRM-protected M4A file to MP3?

No. DRM-protected files require account authorization for playback and cannot be decoded by this or any other client-side tool without removing the DRM.
