Which Canon cameras produce CR3 files?

Cameras using DIGIC 8 or later processors, including the EOS R, RP, R5, R6, R3, R7, R10, M50 series, and M6 Mark II, produce CR3 files. Older Canon cameras use CR2.

Is the converted JPG as sharp as the raw file?

The JPG will reflect the tonal and color data from the raw file. However, raw files allow non-destructive adjustments to exposure, white balance, and noise that the JPG bakes in at conversion time. If you want full control, edit in a raw editor first.
